During the workshop participants were offered to assess the compliance of regulations and reporting format of operators on flight data analysis (FDA) with ICAO Standards and Recommended Practice, European Union, EASA. As a result of analysis participants of the workshop discussed possible options of bringing FDA regulations and reporting format into compliance in order to upgrade FDA programmes. Participants of the workshop had the possibility to study the practice of FRA programmes implementation in different countries and organizations, ask questions to ICAO, EASA, FAA USA specialists on regulatory framework and practical implementation in this field. The next team meeting is scheduled to be held in August 2017. The Russian Federation was represented by most of interregional departments of Rosaviatsia, Rostransnadzor and experts from major airlines. The following resolutions were adopted by the participants after exchanging experience and discussing reports: 1. The timeliness of the Conference and its positive impact on flight safety in the region should be recognized; 2. To express gratitude to the Airbus Company for the active support of the Conference, its excellent organization and interesting and informative presentations; 3. To pinpoint the importance of the information presented for the investigation of air incidents and preventive activities; 4. To distribute Conference materials among its participants for the use in daily practice as well as to post the materials on IAC’s website; 5. It was proposed to consider the possibility of holding similar conferences on special topics in the Member States of the Agreement in future. The Seminar received positive feedback from the CAA’s representatives, airlines flight staff and engineers who expressed a desire to continue the discussion in future. At the end of the Seminar all the participants received certificates and CDs with the presentations recorded. Permanent representatives of IAC, UAC, “AEROFLOT”, “RUSSIA”, STATE RESEARCH INSTITUTE of CIVIL AVIATION, TSAGI, DOMODEDOVO AIRPORT, as well as manufacturers of anti-icing fluids and AIRBUS regional Flight Safety director participated at the meeting. Nineteen aviation specialists of Armenia participated in the courses: The following issues were considered at the courses programme: - organization of accident and incident investigation; - operating with flight recorders, digital data sources; - Flight Operation Safety Management System (FO SMS) implementation; - risk assessment; - FO SMS implementation practices in civil aviation airlines and airports; - organization and conducting practices of search and rescues operations; - labour protection and labour safety at the accident investigation site. Over 100 different activities with participation of about 9000 aviation specialists of the region countries have been carried out during 15 years. The intensive development of training programs of aviation specialists, state inspectors in different directions of aviation industry activity including the field of flight safety, airworthiness, aviation security and others based on the ICAO Standards and Recommended practices and regulations (Aviation Regulations) of the Interstate Aviation Committee approved by the Interstate Council on Aviation and Use of Airspace is initiated within the framework of signed with the ICAO Project. The workshop was organized by Airbus, SENASA (Spain) with the support of Interstate Aviation Committee and its agenda included the following topics: - SAFA technical aspects and SAFA database; - SAFA inspection items: A. Cockpit, B. Cabin, C. Aircraft condition, D. Cargo area. To illustrate the instruction material an educational film on the subject-matter of the workshop was demonstrated to the participants. At the end of the Seminar all attendees were given certificates and the materials of presentations on CDs. The Seminar was organized with the support of Airbus, ICAO and IAC. About 100 aviation experts from 12 countries and 3 International Organisations attended the workshop. The study of Flight Data Analysis Methods was continued on the second day; the case of crew interview and occurrence analysis for the potential risks detection was demonstrated. In the conclusion of the seminar participants highly appreciated the seminar work and emphasized the necessity of developing more actively the cooperation of aviation authorities, airlines and aviation manufacturers. Aviation specialists suggested to meet for discussion of FDA issues on regular basis. IAC also expressed readiness to become the platform for the development of experts further cooperation in this area.
